The case between Weerakoon Mudiyanselage Padmajith Samantha Bandara Weerakoon (Petitioner) and Rajapaksha Dassanayake Mudiyanselage Prasad Weeratunga, Principal, Kingswood College, Kandy and others (Respondents), addressed the issue of whether a writ of mandamus could be issued compelling the Respondents to execute decisions regarding the commencement of additional classes for admission of the Petitioner’s child to Grade 1 at Kingswood College under the “old boys’ category.” It was held that the decisions of the authorities, including the refusal to commence new classes due to lack of resources, did not amount to illegality, malice, or breach of legitimate expectation.
