E.A.P. Films and Theaters (Pvt) Ltd. v. Hon. Mahinda Yapa Abeygunewardane – CA 590/2007-2015
In the case between E.A.P. Films and Theatres (Pvt) Ltd. and others (Petitioners) and Hon. Mahinda Yapa Abeygunewardane, Ministry of Cultural Affairs, and others (Respondents), the court addressed the issue of whether writs of certiorari and prohibition should be issued to quash or prohibit enforcement of regulations under the National Film Corporation of Sri Lanka Act, as published in specific gazettes (P14, P14A, P15, P15A). It was held that the need for a writ of certiorari did not arise for regulations in gazettes P14, P14A, and P15, as these were already revoked; however, Gazette P15A, still in force but dependent on rescinded regulations, was quashed for having no legal effect.
