Thiyagaraja Vinayagamurthy vs Dr. Nalinda Jayatissa, Minister of Health and others – CA WRT 0058/25-2025

The central issue revolved around the tender awarded to the 9th respondent for the supply of raw food items to the District General Hospital of Trincomalee. The petitioner alleged that the 9th respondent’s business name registration certificate (P-6) was fraudulent due to the signatory, Mr. Krishnendran, not being in service at the purported registration date in 2000. The court determined that P-6 was a duplicate issued in 2007, when Mr. Krishnendran was in office, invalidating the petitioner’s argument of impossibility. The adequacy of the 9th respondent’s experience in food supply, considered by the Ministry Procurement Committee, was also affirmed. The application for writs of certiorari, prohibition, and mandamus was dismissed.
