In the case between several police officer petitioners (including eligible promotion applicants) and the Inspector General of Police, Public Service Commission, and Minister of Defense, the court addressed whether the promotions of eligible petitioners should be backdated on a notional basis in light of earlier administrative settlements which created disparities among officers. The main issue concerned the constitutional implications under Article 12(1) due to different promotion dates arising from a settlement, administrative absorption of Reserve Police officers, and revised promotion schemes.
