In the dispute between a Deputy Manager of People’s Bank (petitioner) and People’s Bank, the court examined whether the petitioner was entitled to a service extension beyond the statutory retirement age under Bank Circular No. 323/2001 and prevailing administrative practices. It was held that, in the absence of a demonstrated prima facie right to further extension, the Bank was not obligated to provide reasons for declining the extension. The findings established that, although inconsistent treatment existed in the grant of extensions, no legal entitlement arose from prior irregular benefits extended to others.
